London Colney Parish Council - Promoting pride in London Colney
The Council has approved a plan for how it will direct its resources over the next three years. The plan is based is on the views expressed by respondents to the public survey conducted by the council in November and December, and on discussions held with other agencies who provide local services, e.g. the police. The plan will be reviewed annually.
London Colney Parish Council exists to serve the people of the village. The Council:
  • Provides local public services and acts as a voice for the community of London Colney.
  • Endeavours to provide high quality services and value for money, where possible making use of local resources, ensuring due account is taken of safety and that staff are properly trained.
  • Promotes pride in London Colney, encouraging and supporting local groups and initiatives.
  • Recognises and embraces the diversity of our population, welcoming newcomers whilst preserving our heritage.
  • Consults residents at every appropriate opportunity, listening to the views of the community.

The Council has carefully considered the issues likely to face the village over the next ten years, and has considered the current capabilities of the council in terms of staffing and physical resources.
Issues of most concern to residents surveyed were: nuisance youths, condition of roads, litter, inconsiderate parking, condition of pavements, dog mess, abandoned cars, and speeding traffic.

To be done this year (2005/6)
Public representation
Investigate the possibility of an extra parish electoral ward for Napsbury
Communication with the public
Make it clear to the public how to contact the Council, and which services the Parish Council provides:
Staff issues
Encourage staff and councillors to take up training opportunities and set up an appraisal system for all staff
Highways Issues
Press for improved communication with the Hertfordshire Highways, and continue to bring to their attention the concerns of the public regarding the condition of road and pavements.
Bring to the attention of St. Albans Council public concern regarding inconsiderate parking. Press for more visits by parking enforcement officers
Community Safety
Work with the police, the Base and other agencies to reduce nuisance
behaviour by young people
Litter
Work with St. Albans Council to improve the service provided by household refuse collectors (in particular tidying up after a collection)
Promote Tidy Britain week and increase public participation
Press St. Albans Council to take action about litter in areas on the edges of the village and around recycling bin sites.
 
To be done next year (2006/7)
Young People
Provide a youth shelter and graffiti wall. Consult residents, young people and other agencies to identify a suitable site.
Increase grant given to The Base, and discuss with the Base how services can be expanded to attract an increased number of local young people.
Liase with St. Albans Leisure to promote the holiday play scheme organised by St. Albans District Council.
Support the work of local schools by making grants where appropriate, and involve pupils in the work of the council where possible.
Older People
Working with St. Albans District Council and Meals on Wheels, initiate local discussions on how best to provide a Lunch Club for elderly people
Community safety
With the police and neighbourhood watch co-ordinators, promote and encourage the development of neighbourhood watch groups
Leisure facilities
Publicise St. Albans District Councils’ decision regarding provision of a swimming pool in London Colney
Provide additional and replacement play equipment in our play areas
Access to Green Space
Ensure London Colney is included in plans for improved countryside access around the Harperbury area
Initiate a Colne Valley society/promotion group
Improve access and signage at Dudley Wood, taking advice from Groundwork Trust
Public Access to Information
Open Parish Office to public enquires at a set time each day
Employ a part-time administrative assistant to provide cover for public opening, and to allow clerk to take part in training courses.
Set up facilities to allow public to view planning applications on the Internet at the Parish Offices.
Start negotiations with St. Albans District Council and HCC to have the same public access to their services at the Parish office that is available at Harpenden Council offices.
Improvements to Existing Parish Services
Pursue take-over of allotments in Richardson Close
Make improvements to Chester Gibbons Green (Litter bins, lighting)
Improve the appearance of the Millennium clock by installing a low level railing around it. Have the striking mechanism repaired
